I first though it was a exhaust leak but they confirmed the noise and pinpointed the noise to the fuel pump. The fuel pump needs to be submerged in gas to cool itself.

The water on the Passenger side FLoor can be caused by several systems. There is a "Drain Hose" behind the Carpet that allows the AC Condensation to drip out under the vehicle. If it's clogged or come off it will leak onto the floor. Additionally if the vehicle has a Sunroof, the system uses "Drain Hoses" and there are 4 of them.
