If you ported into the castle thru the outside teleport. Get out and actually go to the castle on foot, then take the siege tower and follow the side of the castle to the right and get into the castle by climbing the ladder. I had the same issue but this seemed to fix it. Hope it helps.

You need to defeat Radahn, then go back and talk to the bearded guy. Additionally, you may need to speak with Blaidd. After that, you should be able to rest at a Grace and reset the castle with all the mobs and doors unlocked, and a mini boss encounter.
