You go to the faction store and buy it and then go back to the mission and complete the step. I think you get the first one at either level 26 or 28.

Picard Beverly T'laan and grind interceptors, or replace T'laan with someone else from that group maybe against surveyors. The old cadet crews still work well if you don't have Picard and Beverly, or she's not high enough tier. The bottleneck is there's no substitute for Chen/T'laan that's remotely as effective.
