Rather than having to download some sketchy jar or run some other buggy GUI program someone on a forum put together, linux and MacOS have a command line tool called split. Can run it as so: split -a 1 -d --bytes=3900M file_to_split.xci files_to_output.xc. And you'll get however many split files at 3.9GB and under. Tested and this works on SXOS.

Okay so I was able to use NSCB to merge the files together - the only reason I even had this problem was because I neglected to tell nxdump to NOT dump the .xci in parts. it was set to yes for default. I do have an exfat card. Hope this helps others.
It doesn't make sense to split files < 4GB. For patching XCI to lower firmware: keys.dat/prod.keys is required. File must be as XCI. For splitting XCI: XCI can be split full size or trimmed.
