It's a world drop, so yes, but it's very rare and hard to farm effectively. as of today - its a world drop, and occasionally sold by Banshee/Xur. It was available as a drop last season. Your best bet is to keep an eye on Banshee and Xur's inventories each week. It's a world drop now, last season it was craftable.

That's what I was thinking too. Probably either a hand cannon or pulse rifle. Use ikelos so you can run witherhorde or arbalest or an exotic heavy. Double primary is terrible idea.Banshee/world drops. You just kinda need good luck. No good place to farm because they are just world drops. Hope you get lucky is all you can do. Just buy them when xur sells them. Next season you’ll be able to manually turn weapons into deepsite. Unfortunately the nodes are once per account per node so after you get all of em it's just farming umbrals and focusing. Umbral focusing is your best friend, 5 days of minimal playtime allows you to craft any weapon that can be focused.
