The factory two piece is designed as a safety thing, as it prevents firing in case the bolt is not in battery, which can be hazardous to your health. The two halves are not lined up until you are locked up in battery.

Use a brass or nylon drift and a small hammer to gently tap the rear sight over in the direction you want to move the group. The sight leaf is designed to move in the dovetail without much force.
