There are 3 that must be acquired from completing the Shadowkeep campaign on that character first, before they are then added to the exotic engram loot pool. I'd put drop rate at about 1 exotic per 4 to 6 runs on average from running a bunch if legendary difficulty last night. Master should increase this so maybe 1 exo per 3 to 4 runs from what I saw in the past on another character.

I definitely agree that the timer should adapt on Leg/Master Lost Sector to the planet they're hosted on. I think, personally, that Legend Lost Sectors can stay this hard with a higher drop rate, or perhaps focusing, as an armour farm. But all exotics should be in the world loot pool (excluding quest and raid/dungeon exotics, naturally).
