Cleave builds are, at least in my opinion, not as strong as Nova Leap builds or even just straight shotgun builds. His ability to mix and match all 3 is almost completely unique to him, however, and it's what makes him S+ tier. Here's a few Tao recipes for success: Take Ice Blade and aim for blade of bloom.
