The amount of each district and the size are randomly generated at the start of the game. If you want the class of planet to matter as far of type of districts, you will have to use mods. It isn't. Let's say you have something like 10 technicians and 10 miners on the planet. Generator designation will give you +20 energy per month, mining designation will give you +15 minerals per month, and rural will give you +8 energy and +6 Minerals. Rural is just giving you less than picking one or the other designation. Assigning a planet as a Forge World, for instance, gives +25% Foundry Build Speed and -20% Metallurgist Upkeep.
