Besides the sadness saying goodbye to friends in the old city, you also must deal with a large number of tasks in both the old place and the new one...I'm having a similar issue, but mine is where several npcs mouths do not move at all (Lydia and Annekke Craig-Jumper as well as a few npcs from populated skyrim cities).
