Just add armor reduction kits (does not remove armor, just weight) and the weight problem is gone. Medium armor gives you 1 additional roll. For PvP, light beats medium and heavy. It just means everyone is running around not only tanky af but also hits like a truck, it is not enjoyable. The problem here now isn't even the stats, that is a choice at the cost of everything else, the problem is that there is NO penalty for heavy armor.
