The only major difference between the two is the 16v flywheel is about 15lbs lighter than the 8v flywheel so you'll have more rev happy 8v with the 16v flywheel. You can fairly easily make 5-700 horsepower in a 190E but it wont be any faster than 400hp at reasonable speeds because the biggest tire your gonna get is 255 wide.
