Fear only has a special heighten effect at 3rd level; it's pointless to learn it at every possible level other than 1st (if you want efficiency) and 3rd (if you want crowd control). However, the bard at my table is happy to fire tons of magic missiles, as they are virtually inevitable damage. Just keep in mind that, unlike D&D 5e, bards in PF2 are full casters. They don't get the capability to really impact things in melee combat unless you pick up some form of archetype.

The good news is this concept can be made really easy though. Start as a Martial (Fighter/Barbarian/Champion etc) then pick up the Bard Dedication>Lingering Composition>Inspire Courage. Then by level 8 you can buff and swing your weapon like a mad man. Also Maestro imo is better for a melee bard compared to Warrior.
